The study, carried out by international film consultancy PeacefulFish, is done by request of the Estonian Film Foundation, the Baltic Film and Media School, and three private companies; it is co-financed by the country's export agency Enterprise Estonia.

Reported to span over three months, the study focuses on producers from Estonia's target export countries in Scandinavia and Northern Europe, aiming to pinpoint their potential motivation to move postproduction to a hub in Estonia. Initial interviews are being carried out during this year's Berlinale.

PeacefulFish previously researched the general export capacity of Estonia's audiovisual industry. Released in 2007, the first study indicated post-production as a way forward for the tech-savvy Estonia in boosting its film services exports. It also recommended establishing a post-production cluster in conjunction with the international Baltic Film and Media School to ensure a steady flow of fresh talent into the industry's pipelines.
