A film campus will be built in Jõhvi Business Park in East Estonia by Mapri Ehitus

The Estonian Ida-Viru Investment Agency Foundation and Mapri Ehitus signed an agreement according to which next year, Jõhvi will receive a film campus, or multimedia and creative industry incubator. The cost of the campus, which will be built with the support of the Just Transition Fund, is 16 million euros. Signing the contract was filmed Tenet-style upside down.

The film campus includes three objects: a creative industry incubator with film studios worth 11 million euros, a digital and multimedia incubator worth 4 million euros, and infrastructure worth 1 million euros. While film studios are usually located in the middle of industrial parks with asphalt and concrete buildings, the Jõhvi film campus will be located in the forest by the river.

Teet Kuusmik, a member of the board of the Ida-Viru Investment Agency, notes that the Viru Film Fund has been bringing international film productions to the county for over ten years, and the establishment of the film campus is the next big step in developing the region's film industry. "Our main goal is to bring international film production here, supported by local companies offering a variety of services - such as post-production, sound, editing, animation, and set design." We want to reach full-scale service provision within five years, so that the entire production credit: Mapri Ehitusprocess – from filming to the finished film – can take place right here in Jõhvi.”

The second goal of the project is to attract young talents to Ida-Viru County and provide creative people with opportunities for self-realization in the film industry.

Tarmo Roos, CEO of Mapri Ehitus, says he is a dedicated film fanatic. "Christopher Nolan's film Tenet, which won the Oscar for Best Special Effects, was filmed in seven different countries, including Estonia, and the result is excellent." Why not film Tenet 2 in Estonia as well? "I do believe that people will come here in the coming years to make other films that will become well known, and that the Jõhvi film campus will become a kind of magnet for the world's top film producers," he says.

Tiina Lokk-Tramberg, director of the Black Nights Film Festival, considers the Jõhvi Film Campus to be an exceptionally important step in the economic and cultural development of both the domestic film industry and the entire Ida-Viru County. "I am particularly fascinated by this conceptuality: it will not just be about building a pavilion, but an international multimedia and creative industry incubator will also be created alongside it." Traditional filmmaking, classic film technology, and the newest and most innovative ideas from our startup world come together. It is very important to reconcile the startup world with the needs of a specific field, namely the film industry. If we add to this the continuing education courses already conducted by PÖFF for people in the county who currently work outside the film industry but would like to improve their professional knowledge in the film industry (from electrician to lighting engineer on set, for example), then it seems to me that there is hope in Ida-Viru County at the moment to prevent the outflow of young people from the region. In the long term, on the contrary, Ida-Viru County has the opportunity to gain its own attraction, which would help utilize the existing workforce and bring in more. I hope that PÖFF will be able to restore the Ida-Viru County film event KINOFF in the near future, and we promise that we will cooperate to the best of our ability.”

Maris Toomel, Mayor of Jõhvi Municipality: "The Jõhvi Film Campus will bring new jobs to our region and revitalize the local economy – from accommodation and catering to film technology and creative work. More importantly, it gives young people a reason to stay here and build their future here. Jõhvi will become a place where creativity and technology meet, bringing filmmakers from Estonia and the world. This is a great opportunity for the entire Ida-Viru County.”
